The county changes the job more than the mileage does
Wesley Chapel and Trinity are new subdivisions: monolithic slabs, screen cages, narrow gaps between houses and an HOA with opinions. Lutz and Odessa are acreage under oak canopy, where the constraint is overhead clearance and a sand driveway rather than distance. New Port Richey is canal front and elevated construction on piles. Dade City actually has slope in it.
Pricing one of those as though it were another is how a quote comes in wrong, and it is why the access question gets asked on every single call.
One thing that is true across all of it
This is west central Florida, so the ground is sand over limestone and Pasco County has one of the higher subsidence claim rates in the state. It does not change how concrete is placed. It does mean the geotechnical report on a new build is worth reading, and nobody should be improvising a foundation detail on site.
